Do we need DevOps if we are on a managed platform?

Less of it, and not none. Managed platforms remove the servers, not the questions about backups, secrets, environments and what happens when a deploy is bad.
Will you lock us into your tooling?

The pipeline lives in your repository and your cloud account. If we stop working together, nothing has to be moved, which is the whole point of it living there.
